On June 21, 2024, I took an active part in the United Nations’ Conference with Stakeholders on the Global Digital Compact.
After working with the Interim Report Governing AI for Humanity, which is saturated with AI-specific issues, and which I thoroughly juxtaposed at the beginning of 2024 with the AI Constitution as well as also having acquainted the expert community with the research results, I would like to underline that the role and place allotted to fundamental AI governance issues in the GDC project unexpectedly seem insufficient to me. Their component constitutes about 20%, while everything else pertains to AI only vicariously. Moreover, the existing dozen points regarding AI do not fully reflect the results of nearly a year of the AI Advisory Body’s activities.
Thus, that day I had the opportunity to highlight several crucial points that I believe are fundamental to the future of AI governance:
🟩 Existential Threat of Unregulated “Dark” AI. This threat needs to be addressed at the UN level, underscoring the necessity for immediate regulation and governance measures.
🟩 Potential Danger of AI: We must acknowledge the immense potential danger of AI in both digital and real-life contexts. I advocate for the development and adoption of a Constitution or other fundamental legislative act for AI regulation and governance at the UN level, to be implemented by all countries.
🟩 Establishing AI Safety Protocols: To ensure comprehensive AI governance, I proposed the establishment of AI safety protocols, which include:
- Unified UN-Level AI Glossary: Creating an AI-glossary to eliminate discrepancies in understanding AI functionality and ensure uniform interpretation.
- Approving an AI Emblem and Flag which will be legislatively mandated to uniformly mark all AI products and technologies worldwide, as every individual has the right to clearly recognize the presence of AI in anything.
- AI Anthem: Adopting an AI Anthem as an Algorithmic Code of Conduct to guide future generations.
- Ensuring the principle of an AI-Friendly Environment.
🟩 The foundation for implementing the protocols aforementioned will undoubtedly be a state monopoly over AI, as it is a fact that order in this field cannot be established without control.
🟩 Artificial Intelligence Day: I proposed the institution of an Artificial Intelligence Day to provide a global platform for recognizing technological advancements and fostering unity. On this day, authorities may report on AI governance measures taken over the past year, creating a tradition of transparency and accountability.
